Just for the record, I know someof us have discussed this before and it came up when Shane did his Player Cheat Sheet. But here are a couple of points.
Armor rules seem to have changed b/w Numenera and The Strange to the Cypher COre Rulebook.
The core rules are MUCH better, but are written in a very confusing manner. It lists penalties to Speed Effort costs. Then says if practised lower by one. If not practised increase by 1? Which means the values hold true for no one! So, I am going with the values and lowering them by if practised.

So what this means for us:
EDIT: Actually wait - what I was going to write here goes against wht that thread said.
I was going with:
Not Practised: Penalties are 1/2/3 (as written in book).
Practised: Reduce penalties to 0/1/2.
HOWEVER
Most agreed it should be:
Not Practised: Penalties 2/3/4
Practised: Reduces them back to normal 1/2/3
I have been using the former, but now think the latter SHOULD be the case. Weapons have penalties unless you are practised - meaning being practised brings you back to normal, so that is what armor might do. THEN you can train to reduce?
