Good start, though I would modify a few things…when don't I? ;)
Not sure Status would be an appropriate one to modify. It would be Status within halfling society? That is really setting/cultural dependant. I would have to look at Abilities, but Athletics is a must and you have that :) (One of the core stats needs to be there for each race, or this really is not a penalty. By core I mean all characters need some level of it: Smarts, Will, Vigor, Agility, Athletics, etc).
Agility: Probably add Quickness.
Languages: Not sure some of those are traditional enemies. Though kobolds certainly have been in the literature, so Draconic could be added.
Persuasion: Taunt (seemed to be popular in 4E with kender-like halflings).
Other Qualities
Lucky: there is already a feature that utilises the reroll mechanic - the Benny - in the game and I would just use that. I am not keen on aligning to Specialties either. Or being able to constantly do it. I would go with SW actual write-up here: Fortunate: Start with an extra Benny (and can still be combined with Luck Edges.
Nimbleness: Not sure I am cool with this either. Maybe with an Agility (Dodge) check.
Stealthy: I would rather go the same as other races. Halflings simply get Advantage on Stealth checks.
Other Official Savage Worlds Abilities
Spirited: SW has them starting with a higher Spirit (Will in our case), being optimistic etc. I think I like Agility, BUT for different subraces I can see a change here.
Short: -1 Size means -1 Toughness. This must be added as it is an actual size rule of SW.
CNote: Halflings are hard b/c it depends upon which halfling? Kenderlike? 4E river folk? Stouts/hobbit rural folk? Taller elf-like halflings?
That is I guess why subraces would sort this out. I did elf as high elf, but would change quite a lot for a wood elf.
